Alison McGovern MP Announces New National Plan to End Homelessness

On Thursday 11th December 2025 Alison McGovern MP, Minister of State for Housing, Communities and Local Government (Birkenhead, Labour) presented the Labour Government’s comprehensive new, lived experience informed, National Plan to End Homelessness, with the aim to halve rough sleeping and homelessness by the end of the current parliament. THE ISSUES:

  • The UK is in a Housing Crisis.
  • Rough sleeping has more than doubled since 2010.
  • More than 1,100 people died while homeless in 2024.
  • One third of people with complex underlying needs experiencing rough sleeping and homelessness have been failed by public services.
  • Not enough money allocated to tackling rough sleeping and homeless.

3 NEW NATIONAL TARGETS

  1. End the use the of Bed and Breakfast accommodation as temporary accommodation.
  2. Halve long term rough sleeping.
  3. Increase rate at which homelessness is prevented.

THE COMMITMENT: 

  • Duty to Collaborate for Councils to effect system change by compelling them to collaborate.
  • Targeted prevention of homelessness for vulnerable groups including young people and survivors of domestic abuse.
  • No one in a public institution, prisons, care or hospitals, should leave into homelessness.
  • Eliminate use of Bed and Breakfasts for families.

THE NUMBERS:

  •  Allocation of £954m to Local Authority Housing Fund
  • 3.5b for homelessness and rough sleeping services over the next 3 years.
  • 124m over the next 3 years in supported housing services.
  • 50m top up to the Homelessness prevention fund.
  • 37m to partners in the Voluntary, Community and Faith Sector, to support recovery from homelessness.
  • 30m to eliminate poor practice in Local Authorities
  • 15m for councils to test innovative approaches to help people experiencing long term homelessness and rough sleeping.
  • 1.5m new homes, including 300,000 affordable, social homes.
